Brief biography of partner

Comprising four separate entities, the Entente is a unique organisation working for the benefit of emergency responders:

  • Civil Security Training School (ECASC): Its ongoing concern is to enable everyone to conduct operations within a common and consistent framework, through the implementation of the Ministry of the Interior’s national reference guides, incorporating feedback and the evolution of techniques and equipment. ECASC now trains Civil Security executives in all specialities
  • New Technologies Division (PoNT): The interface for the use of new technologies in risk management.

A multidisciplinary team operating a Geographic Information System for state and regional partners (SDIS, regions, departmental councils) responsible for preventing and combating forest fires and, more broadly, natural risks.

  • Testing and Research Centre (CEREN): Dedicated to evaluating and testing tools, resources, equipment and processes for major risks.

The Valabre centre conducts the necessary tests for the application of fire prevention and control measures. It develops research programmes for the development and optimisation of products and systems used by civil protection agencies.

The Centre is also accredited as an AFNOR national certification centre for manufacturers in the fire and rescue sector.

  • Information and prevention: Beyond fire prevention, this department produces popularised knowledge on forests, ecosystems and sustainable forest management, with a view to improving understanding and protection of Mediterranean forest heritage. Using a ‘toolbox’ approach, the department designs and provides documents for shared and consistent dissemination. Role in the project

EPLFM plays a central role in the project, contributing to a broad range of technical and coordination activities across multiple work packages. As leader of Work Package 3 – Comparing procedures and identifying harmonisation potential, EPLFM is responsible for analysing existing operational practices, developing shared Command and Control (C2) procedures, and validating harmonised standards. In addition, EPLFM contributes to WP1 on interoperability of response capabilities, WP2 on requirements specification and dashboard development, and WP4 on testing and evaluation of interoperability. It is also involved in WP5 through the development of training formats and knowledge exchange materials and contributes to the WP6 roadmap for harmonisation and to WP7 communication and stakeholder engagement activities.

EPLFM further supports project coordination under WP8. Its key deliverables include contributions to the mapping and validation of Standard Operating Procedures (D1.3, D3.2, D3.3, D5.1, D6.2). Moreover, EPLFM hosts major project events in Valabre, including training sessions and interoperability trials, providing a practical environment for testing harmonised C2 procedures and evaluating response capabilities in simulated wildfire and flood scenarios.
